Two sets of answers — one for people considering a move to Pecan Grove, and one for current residents.
What's the difference between the HOA and Pecan Grove MUD?
They're separate organizations. The Pecan Grove Plantation Owners Association, Inc. handles deed restrictions, assessments, common areas, amenities and architectural approval. Pecan Grove Municipal Utility District is a separate governmental district that provides water and wastewater service and bills for it. Water bill questions go to the MUD, not the HOA — and fence, paint and addition approvals go to the HOA, not the MUD.
Why is the tax bill here lower than in the newer neighborhoods?
Because the utility district is old and most of its debt is paid.
Pecan Grove Municipal Utility District charged $0.6050 per $100 of value for 2024 — $0.3200 to run the district and $0.2850 toward debt. For comparison, several newer neighborhoods a few miles away sit above $1.10, and one is near $1.18.
That gap is not a discount or a better-run district. It is age. A MUD borrows to put water lines, sewer and drainage in the ground before the houses exist, then spends decades repaying it. Pecan Grove got there first, so the debt half of its rate has had far longer to come down. The newest neighborhoods are at the start of that same curve.
On a $400,000 home the difference between $0.6050 and $1.1775 is roughly $2,300 a year. It is one of the largest single swings between Fort Bend neighborhoods, and it almost never appears in a listing comparison.
Rates are reset each autumn, so check the current year before relying on any figure, this one included.
Which school district are we in — Lamar or Fort Bend ISD?
Both, depending on your address. Pecan Grove is one of the few neighborhoods in the county that straddles two independent school districts, and the line does not follow anything obvious from the street.
Across the neighborhood there are seven campuses in play: Pecan Grove Elementary and Stephen F. Austin Elementary; Andrew J. Briscoe Junior High, Henry Wertheimer Middle School and James Bowie Middle School; and two high schools, Foster High School and William B. Travis High School.
On the state''s 2026 accountability ratings: Foster High holds an A, Travis a B. All three middle and junior high campuses hold an A. The elementaries differ — Stephen F. Austin a B, Pecan Grove Elementary a C.
This matters more here than almost anywhere else in the network. Two houses on the same side of Pecan Grove can feed different districts, different high schools and different ratings. Do not rely on a neighbor, a listing or this page for a specific house — put the exact address into the relevant district''s own attendance lookup before you make an offer. Campus details are on our schools page.
Who do I book a park or pavilion through?
The utility district, not the homeowners association — which is unusual and catches almost everyone out.
Pecan Grove MUD runs the parks: Pecan Grove Park at 800 Pitts Road, Plantation Memorial Park at 2100 Plantation Drive, and the park at 2335 Windmill Drive. The first two are posted as open during daylight hours.
Field and pavilion reservations go through the MUD''s parks manager on 832-818-5600 or pgmudreservations@yahoo.com, and the district will not take a booking more than 30 days ahead. If you are planning a birthday party or a team practice schedule, that 30-day ceiling is the thing to build around.
Posted district rules apply at each park. The Pecan Grove Plantation Owners Association handles deed restrictions, assessments and architectural approval — it does not book the parks, and calling the association about a pavilion will send you in a circle.
Where do people around here actually eat?
Pecan Grove has its own cluster of places along FM 359 and Plantation Drive, which is what most residents mean by "just down the road". Below is one of each kind rather than a ranking.
Mexican — La Cocina Mexican Restaurant & Catering, 515 FM 359. Community Impact places it off FM 359 in the Pecan Grove area, so it is about as local as it gets.
Pizza — Pepperoni''s at 1800 FM 359 Road: New York-style pizza, subs, calzones, pasta and wings.
Burgers and comfort food — 9er''s Grill, also at 1800 FM 359.
Italian — Lomonte''s Italian Restaurant & Pizzeria, 815 Plantation Drive, scratch-made.
Donuts and a deli counter — The Grove Do-Nutz & Deli, 815 Plantation Drive, made-to-order donuts plus deli sandwiches for breakfast and lunch.
Further out but still Richmond: Larry''s Original Mexican Restaurant on East Highway 90A, a long-running scratch kitchen, and Rudy''s Country Store & Bar-B-Q at 20500 Southwest Freeway, which serves breakfast tacos from 7am.
Several of these are small independents, so ring ahead for a large group. Businesses advertising with us are on our business pages.
Is there a farmers market nearby?
Yes — the Richmond Farmers & Artisan Market, on the first Friday of each month, 4pm to 8pm, at City Hall Park Plaza, 402 Morton Street in downtown Richmond.
It is run by the Development Corporation of Richmond with the City, and carries produce from local growers, artisan goods, prepared food, live music and food trucks. There is no market in July.
First Friday is worth knowing for more than the market. The city runs a free outdoor film in the park the same evening, so the two make one trip. In December the first Friday also carries the tree lighting at City Hall Plaza and a Christmas walk through downtown.
Hours have shifted between seasons — an earlier run was 3pm to 7pm — so check the current listing before setting out.
